I've noticed the run down, almost abandoned atmosphere of the city. is the complicated bureaucracy just shutting everything down because you need to have 15 permits to do anything?

Not all of Nephilopolis is run down (as we will soon see), it’s mostly the places Kim finds herself so far. That said, the reasons for its apparent decay are complicated, and will be explored later on!
